Election Dates
From January 8, 2025, to February 7, 2025, a vote will be held to elect SEIU Local 521’s Localwide Officers, Executive Board Delegates, and Trustees for the 2025-2028 term of office, and to amend the SEIU Local 521 Bylaws. (There will be no change to the dues structure.)
When, Where, & How To Vote
MAILING OF BALLOT PACKAGE: On Wednesday, January 8, 2025, the independent election contractor will mail members in good standing as of November 30, 2024, a ballot, ballot instructions, candidate booklet, secrecy envelope, a return envelope, and the language of the proposed Bylaws amendments. Either a candidate or one voter appointed by the candidate may observe the preparation and mailing of the ballot packages. Such observing may be via a videoconference or other online platform if necessary. The independent election contractor has the discretion to determine the date, time and place of the preparation and mailing of the ballot packages, subject to the requirement that the ballot packages be placed in the mail on January 8, 2025.

Chief Elected Officer
Gil Garcia
A vote for Gil Garcia is a vote for positive change! It’s a change that will strengthen your Union to do their job and finally care about all workers.
During the last six years I have seen the authority and power of members erode under the current leadership. I tried addressing membership complaints and concerns at the 521 Executive Board level.
As the SEIU 521 Region 5 Trustee, I was asked to intervene in many cases where employers were blatantly and maliciously abusing our members. This happened because SEIU 521 leadership didn’t take the timely action to deal with suffering dues paying members’ concerns.
This focus of 521 was directing resources on increasing member numbers, while the existing members suffered from a lack of Union attention.
The Union was purposely ignoring major member issues, such as sexual harassment, reduction in work hours, retaliation by employers against Union members who spoke, terminating individuals as examples, or punishing individuals by placing them on administrative leave.
Members constantly requested me to do something. I took action at the Executive Board level and explained to leadership how we were failing our members. My voice and the voice of member examples was swept under the rug.
In response, the current CEO Riko Mendez began a campaign of identifying individuals who spoke up as troublemakers.
I need your vote to make important changes to improve how we can better protect our workers. I am the most qualified CEO candidate for all the right reasons.

Recent events have brought many uncertainties about the future of our unions. But our path is clear. We must revert to grassroots union work. SEIU 521 is a stronghold and returning the power to our members, where it rightfully belongs, should be our highest priority. My name is José Hernández, and I’m excited to run for Chief Elected Officer of SEIU 521. As a dedicated union member of 9 years I’ve developed a keen understanding of the challenges and opportunities that our union faces. In my time as a Steward, Assistant Chief and Chief Steward for SEIU, I’ve had the pleasure of working side by side with fellow members, fighting for what is right on the front line. Whether it was during our Strike for the County of Santa Clara, or renegotiating one of the oldest departmental agreements at VMC, preserving the language that protects our blue collar workers, we stood together and with a collaborative effort we prevailed. Having faith in our members and showing them support is what built SEIU 521 into the powerhouse that it once was. I urge you all to take action and exercise your right as a union member and vote. I’m honored to have served as your SEIU 521 Chief Elected Officer for the past 8 years, and I humbly ask for your vote to be re-elected as Chief Elected Officer. We’ve faced many challenges together, stood united, and achieved victories that have strengthened our union and protected the rights and benefits of every member. Together, we’ve safeguarded critical benefits like healthcare, pensions, and fair wages—ensuring the hard work you do is respected and rewarded.
In a time of unprecedented attacks on workers, I’m proud we’ve been negotiated contracts that reflect the values and priorities of our members. It’s the responsibility of the Chief Elected Officer to ensure our members have the resources and support needed to win the best contracts possible – including superior legal representation, effective communications, political strategies, and organizing that prioritizes active member participation– including striking when the situation requires it and members choose to take that action. Patricia Moran
My name is Patricia Moran, originally from Bolivia, immigrated to the United States 36 years ago. With 26 years of experience in Child Development, I transitioned from studying law in Bolivia to earning my Bachelor’s degree in Child Development and becoming a passionate advocate for childcare providers. I founded my own home family daycare in Santa Clara County, and I am now an active member of the Union-SEIU 521/CCPU- Child Care Providers United,
I’ve proudly served on the CCPU negotiation team for three terms, achieving significant victories for childcare providers.
In addition, I hold the roles of executive delegate within CCPU at SEIU local 521, and trustee of the CCPU Healthcare Fund.
I had the privilege of participating in the documentary “Make a Circle”, which highlights the vital work and sacrifices of childcare providers. Additionally, I’m honored to be mentioned in Hamilton Nolan’s book “the Hammer “for my unwavering advocacy on behalf of our profession.

My background is in child support managing collections, disbursements and account accuracy. I’m organized, meet timelines and ready to meet new challenges.

I am a proud 30-year member of SEIU Local 521 from the Santa Clara Valley Transportation Authority (VTA) Chapter. I am extremely honored and proud to represent my co-workers and fellow SEIU members as a steward, lead negotiator, Chapter Chair, current Region 1 Vice President, COPE co-chair member, and a delegate for the South Bay Labor Council. As an elected member-leader, I am passionate and dedicated to fight for strong contracts and fair representation for all members and working families.
The first contract negotiations team I participated in was in 1999 and I will never forget how management tried to dismiss the needs of my co-workers. And I’ll also never forget the strength of our team who stood up to management to demand that our members get the raises they deserved. And I’ll also never forget the shock of the management when our workers participated in a historic action – they couldn’t believe that that many workers could suddenly fall ill all on the same day? Who knew? Lol. Of course, the contract was quickly settled after that. I think management was afraid there was some contagious virus going around.
In this member driven union, we pride ourselves in lifting-up the voices of our co-workers and holding bad bosses accountable. I am proud to be in the #UnitedWeBuild
I’m a mother of 2 college age daughters who’ve watched me fight for the rights of workers and working families (for their entire lives, literally) so they don’t know anything different. I’m so proud of the fact this fact because I believe it will help shape them into knowledgeable young people.

Greetings to my SEIU 521 Family;
I want to thank you for allowing me to serve as Region 2 Vice President for the past two three-year terms. We have had many wins and some concessions in our Region, but we have never surrendered out right to collective bargaining for wages and working conditions from our employers. We have experienced a pandemic, and the economy continues to be balanced on working peoples’ backs. We must continue to fight the good fight and get in good trouble for the good of our families and communities.
I am honored to serve, and I would be honored to continue to represent SEIU 521 Region 2 Vice President. We have much work to do to build power and secure our right to fight for social and economic justice at every level in our society. We have endured through these uncertain times and together we will continue to meet every challenge that is presented to us.

I am Eric Schwarzentraub and am running for the SEIU 521 Region 3 Vice-President candidacy. I have been in the same position for a year and wish to continue serving in that role. As the year has passed, I have developed support and relationships necessary to represent Region 3. In addition to serving as Region 3 Vice-President, I also serve on the Budget and Finance Committee and have participated in the staff recruitment efforts for an Internal-Organizer. In addition, I have participated in COPE activities such as Candidate forums, endorsement calls as well as supporting local candidates through telephone banking and precinct walking. I have informally participated in campaign organizing as well.
In addition to my union organizing and advocacy, my background includes current employment with Stanislaus County Child Welfare where I’ve been a practicing Social Worker for 27 years. I became employed with Stanislaus County after the completion of my master’s in social work through Stanislaus State University. I’m pleased to state that I have maintained many resources and connections with the University which I hope to leverage for improved relations between the University and our membership.
My goals are to continue to build and reinforce relationships between the workplace and our membership, where appropriate. For example, every third Wednesday, of the month, our Stewards, members as well as myself meet with Community Services Agency executive leadership and Human Resources to discuss various staffing and procedural concerns. We use these meetings to address issues with union membership. However, if these concerns cannot be addressed during these meetings, our membership team is well versed in the use of Member Resource Center. I would like to champion this approach as a matter of routine as we move forward.
In addition, my goals for the coming year will be to support our membership in preparing them for up coming contract negotiations. I will continue to reach out to our various bargaining units to build up our membership sign-ups. Related to that goal will be surveying membership so as to identify barriers to union participation and addressing those barriers in our efforts to set a foundation of power to the benefit of our labor interests.
With this nomination and confirmation, I look forward to achieving these goals. I pledge to engage, support, and challenge when necessary, activities, and campaigns which make our work meaningful, safe and productive in our efforts to provide the best service to the communities we serve.

Ive been a passionate member for 39 years, a Chapter President for the FUSD chapter for 4 years and an officer for 7 years. As a region vp you can expect me to represent all of our regions chapters. I commit to being available to any member and address their concerns. I have a lot of passion for our members and I will continue to passionately fight for, engage, educate and support them with everything that I have.

I have been an employee with the county of kern for 17 years. During this time years I have been a Social Worker with Aging & Adult Services and currently I am a Domestic Violence Social Worker with Department of Human Services. I have been an SEIU 521 member for over 15 years. I am an active SEIU 521 Union member as President of the Kern County Chapter, Shop Steward and currently Region 5 VP. Inclusivity is vital to giving all our members a voice. I am running to ensure that our members have a seat at the table from all our Region 5 Chapters. I plan on doing this by continuing to advocated for transparency, respect and inclusivity for all our members from all CHAPTERS in Kern County, Tulare and Hanford. Our members deserve to have leaders that are willing to represent all workers. I plan to be that voice on the executive board. A voice for our members in the hospitals, city workers, county workers, and our non-profits. We are more powerful when we are all included and when we trust our leadership.
From 2019, through 2024, I served as a Chapter Board Officer, Bargaining Team Member, and Shop Steward. Along with the Bargaining Team, I worked with the County of Kern during the COVID pandemic and worked diligently on county departments while COVID-19 protocols were in place, ensuring that our employees were kept safe and negotiated a tech and day care stipend for employees. We also brought the first raises in 12 years to employees ranging from 14 to 54% during the life of the contract.
I continually advocate for employees even without a leadership “title.” However, I have realized the members’ voices and rights are being trampled on by the very Union leadership they pay to support them.
Communication and transparency help in building a union; however, members who are knowledgeable and know they have the support of a union make it successful.
However, phone calls are not being answered or returned, questions are not answered, and members are belittled.
Representation by shop stewards has been blocked by the current leadership and staff. Members are told what the Union wants them to hear. There is no documentation to support what the Union is telling members.
The Union has engaged in bullying, belittling, creating hostile environments and breaking confidentiality. These are the very things employees fight against in the workplace.
I will bring back the power to the members and the member led Chapters. I will ensure a safe, friendly, non-judgmental environment for the members and the Chapters throughout Region 5. I will re-establish healthy relationships with represented employees and Union staff.
The Union has established International, Local and Chapter Bylaws along with MOUs and laws and regulations that ensure the members/employees are protected. These MUST be followed to ensure the Union is strong.

I’ve been working with Local SEIU for employee advocacy since SEIU 535 to the transition to SEIU 521. I am currently Stanislaus County Chapter President and Region 3 Trustee Representative. If given the opportunity to continue to represent Region 3 Trustee term.
I would be glad to contribute my time and efforts in making a difference in the advocacy for the working class, display the necessity for unions and be involved in the formalization of documented standards of operational and/or regulatory practices as the Region 3 Trustee. While being employed with the County of Kern the last 11 years, my involvement in the Union has progressed. I was elected to serve as a Shop Steward by the members and while working with other departmental Shop Stewards and fellow co-workers, changed Departmental Policies and Procedures that were not in the best interest of the employees.
I volunteered as a CAT member, supported the Bargaining Team with actions, Roadshows and made sure I understood the proposals so I could answer any questions employees may have. I will continue the fight for employees’ rights and benefits.
By researching and seeking guidance with knowledgeable people regarding the Union’s Bylaws, County’s Policies and Procedures, Civil Service Rules, Federal, State and Local Laws, I have educated and armed myself along with my fellow employees. This knowledge has helped me and others fight for the rights they are afforded.
While serving as Region 5 Trustee, I will ensure the current and future leadership fulfill their duties and obligations to the members. Communication, trust and respect are key to laying the foundation in building a stronger Union.
I will not only serve the Chapters but will assist Chapter Leadership in a fair and honest election process and will make myself available to members who have issues and attempt to resolve them as quickly as possible.

Hello, my name is Rosario Romero. I have been with the Dept. of Human Services since Aug. 2001 and a Human services supervisor since 2014. I have been a union member since day one. I was brought up believing in “The Huelga” and “Si Se Puede,” as my mother carried me in her arms as we marched alongside Cesar Chavez and Dolores Huerta, I did not know it then but it all meant something and instilled a voice we all carry and need to let it be heard. I come to you today asking for this opportunity to take a chance on me. Now as an adult woman and mother who has lived her fair share of fights and endeavors, I have learned to be resilient, strong minded, with integrity and yet also empathetic as a woman and mother. I am a passionate childcare provider and it is my privilege to be seeking for the Executive Board Delegate position of SEIU 521. I will be a great candidate for this position because I will represent and fight for the rights of childcare providers and make sure that their voice is heard in the quest for better wages, better working conditions and the respect they deserve. We are vital to the society and yet we are underpaid, underrated, and lacking support. It is no longer acceptable, and I am willing to speak out and lead the fight for all childcare providers.
Why I’m Running:
The childcare providers are the backbone of our societies. In this way, we contribute to the preparation of the future as we take care of children while their parents are at work. However, we are neglected and receive a meager salary, and we are denied many benefits and assistance. In my years of working in this sector, The problems we faces are : low wages, long working hours, no paid leave, and lack of adequate resources to take care of the children we handle.
It is high time that childcare providers are given the respect that we need and merit. As an Executive Board Delegate, I will work tirelessly to ensure that the unique challenges we face as childcare providers are prioritized at every level of decision-making within SEIU 521.

My role in my entire career has been to individuals in the community with numerous services from addiction to family reunification and/or integration back into society. The entire time in my career I have never given any thought to myself, my co-workers or my colleagues and what is encountered in the workplace and how to make improvements until I became a member of the SEIU 521. I have stood by, and seen leaders advocate, support and encourage me, and I have been inspired to give myself a voice and stand proud of what I believe in. I want to be part of this movement to make positive changes for all SEIU 521 members. I want the opportunity to take part in making improvements for our SEIU members of Kern County and give their experiences a voice to make needed changes. Over the past three years, I’ve picked up some serious wisdom about being a Steward and the superpower of active communication. Great communication is the glue that holds a strong union together. It’s vital for the union to be in the loop about what’s happening in the workplace, and workers need to know where to find info and who to talk to when issues pop up. I think of a union steward as the ultimate info bridge between the union and its members. If communication stalls, it can spell trouble for members and weaken the union’s might. That’s why it’s crucial for stewards to be fully dialed in, creators of active feedback loops, and totally understand their roles as champions of change!
As an Executive Board Delegate, I’m fired up to represent our chapter at quarterly Executive Board meetings and any special gatherings that come up. I’m committed to being the most informed voter possible, ensuring I contribute to decisions that shape our Local’s future. I was born in Brooklyn N.Y., lived in South Carolina for 8 years, and after 40 years have called California my home. I have worked for Stanislaus County for 29.5 years and have been an SEIU 521 member for 28 years. I am currently Vice-President, Steward, and past Delegate for Region 3.
I have actively worked on recruitment and retention within the union, fought to ensure positive language, benefits, working conditions, wages, and other aspects of employment during negotiations. I have a track record on recruiting new employees during orientation.
My role as a Social Worker case managing pregnant and parenting women in Stanislaus County has become a vital part of my life. This position has encouraged my participants to become self-sufficient, advocate for themselves, and to build a supportive system within their community. As a public health employee, I assisted with the navigation challenges posed by the coronavirus pandemic helping stretch limited resources to ensure Stanislaus County continued prosperity. Covid-19 set us behind, however we are starting to overcome that deficit as shown by recent membership growth.
As a mother and resident, I am also, passionate about and an advocate of health care, retirement, mental health, education, employment, safe neighborhoods, and quality housing.
My husband of 21 years passed away 17 years ago. I have a 34-year-old daughter who means the world to me, as I constantly encourages her to obtain employment that is represented by a labor union.
As a dedicated volunteer, I have been active for 29 years, and a member of (12) various organizations in my community. I developed personal and professional relationships with employees, residents, and companies. I have used both my hands and heart to serve my community and its residents.

A goal without a plan is just a wish. The goal is to develop equity with all regions, and maintain and develop pathways through these regions, realizing together that our network is the net worth informationally speaking. This work gives me real happiness and speaks to the adage that a life with direction is a powerful thing. Personally, speaking I work for Tulare County HHSA and am no longer disillusioned by the fact that the system has failed many members and whether it is dragging its feet and moving about as fast as a herd of turtles or creating barriers to resolutions, negotiations, or a meet and confer, it is a fact that there is power in numbers and facts are stubborn things.
I stepped out of my comfort zone March 2024 and took a flight to Minnesota and attended Leadership school. I was informed that this experience would provide real life experience in learning what it takes to build people power through strikes and actions, gain practical skills in class and use those skills in strikes and actions happening throughout the week. In addition, we examined and discussed important social justice movements and political challenges. This was an entire week away from the daily and a great opportunity to see thousands of members striking at the Saint Paul International Airport as a group of me included “Marshalled” the day long events. This experience helped build my capacity and it was both motivational and inspirational. To this day it is a reminder of what we can do together and what we can win together.
Another great experience for me has been the ability to facilitate New Employee Orientation otherwise known as N.E.O bi-weekly for the last 18 months and still currently going. Providing education and empowering our new members with the information and their rights and how to advocate for themselves with SEIU’s support through unity and solidarity all together.

My name is Elsa Lopez, and I recently turned in my petition to be part of the Executive Board Member for SEIU Team.
I have been working at Gardner Health Services Specialty Behavioral Health (GHS-SBH) for 23 years. I was elected to be a union steward during my first year at GHS. I was elected Chief Steward 7 years ago, which has required a lot of hard work and dedication. As part of the collective bargaining team, my biggest goal was to get a fair contract and wage raises for those that were below the pay grid, including a COLA raise. The wages were so low at the time that we had to work hard to move to meet current standards of where the economy was at the time. Our bargaining also included improving our health Insurance. Gardner Health Services was behind compared to Santa Clara County and other community agencies at the time. For us to get to the current and updated pay it took a lot of hard work, sleepless hours, and a good team to stand together and support us. All the workers stood behind the bargaining team, and we fought hard and won a fair contract, wage raises, health insurance, and a jump in the COLA.
We did not stop there: We added in our contract a wage re-opener for the following year, when GHS would receive additional funding. It was a win-win. When COVID hit, it had a huge impact on our workers and on the economy. We then had to go back to the table to negotiate. We did, and the bargaining team still was able to negotiate a raise for all SEIU employees at GHS-SBH including those that had reached the last Step in our contract. That was big. Even though we extended our contract for two years, we were able to secure a wage increase for those two years.
I believe in working hard. I truly believe in Our Union, SEIU, because knowing I had their backup made me feel empowered and confident in our work as stewards. I would like to join the executive team because, together, we can make changes for our community and for our future. That is why I ask to be elected to be a part of decisions and change for our community for workers across the board.

My name is Maisha Willis. I am running for reelection as an executive board delegate. I have been with VTA as a Timekeeping Technician for nine and a half years, and I am excited to share that I was recently elected as Chief Steward! Before this, I served as Vice Chair and Acting Chief Steward, and now I will serve on our chapter’s negotiating team again. We are gearing up to advocate for a fair contract prioritizing the need for improved wages and aiming to enhance mental and physical safety in the workplace. We want to ensure every employee feels valued and secure in their work environment, promoting financial well-being and overall health and safety.
I was honored to be elected as a delegate to represent 521 at the SEIU International Convention.
